TECS Group is a specialist provider of critical asset maintenance and building compliance services to the Built Environment across the UK. Defined simply, TECS looks after buildings and the people who inhabit them ensuring they are safe at all times.
The types of services delivered include: Fire Safety, Gas Safety, Water Treatment/ Hygiene & Electrical Testing and are covered by strict regulation & legislation.
This means that they are mandatory and it is a legal requirement that they are provided by a regulated specialist technician. The building compliance sector is highly fragmented and has suffered from limited technological development and lack of transparency compared to other service industries. In response to this, TECS has created a bespoke and scalable technology platform that provides real-time compliance data and a single point of contact to all stakeholders, promoting greater cost savings and efficiencies.
TECS Group is headquartered in Bury, Greater Manchester with additional regional offices in Lichfield and London. From these regional operating bases, our engineering base and office support functions service customers in the public and private sectors across the UK.

David King | Non Executive Chairman
David has spent his entire career in the construction and business services sectors. David founded ISG PLC in 1989 and led it's MBO from Stanhope Properties in 1993. It was floated on AIM in 1997 and he remained CEO until 2006. He is the Deputy Chairman of Governors and a Director of The Malden Trust, a charity that operates Windlesham House School in Sussex. David was chairman of Reliance Facilities Management in 2011/12 and was until recently Chairman of ISG Middle East and a Director of ISG Asia. David is a graduate of Kings College, London with a BSc in Mechanical Engineering.
Philip Reid | Non Executive Director
Philip has over 35 years experience of financial services specialising in the selection and funding of early stage companies. He was Chief Executive of the National Research Development Corporation, a UK Government backed venture capital organisation which oversaw the exploitation of many of the leading UK innovations. He was later a Senior Vice President of Merrill Lynch and in recent years has been Chairman of some five AIM or Plus Listed public companies
Rory Chichester | Founder & Chief Executive Officer
Rory started his career working for Strand Hanson, an independent merchant bank where he worked on a broad range of M&A and ECM transactions and for Kandahar Group, a UK real-estate joint venture between David Ross (co-founder of the Carphone Warehouse PLC) and Morgan Stanley PLC. Rory founded TECS Group with Oliver Hutley and working in close partnership they have grown the company from a standing-start to a national provider of specialist services to the Built Environment. Rory is a graduate of UCEM with a BSc in Real Estate Management.
Oliver Hutley | Founder & Chief Operating Officer
Oliver started his career at Allsop LLP, a leading UK-wide Real Estate consultancy. Working within the development team, Oliver gained a cross sector track record during the entry and exit of the 2007 market crash. Oliver founded Titan Group with Rory Chichester in 2011 and working in close partnership they have grown the company from a standing-start to a leading national provider of specialist services to the Built Environment. Oliver has a BSc in Chemistry from Exeter University, an MSc in Real Estate Finance from Reading University and is a Member of the Royal Institute of Chartered Surveyors (MRICS).
Michael Vincent | Finance Director
Mike is a chartered accountant with over 30 years experience as Finance Director of a range of businesses and has been actively involved in Merger and Acquisition activity. He was Group Finance Director of Ascot plc which was a full listing on the London Stock Exchange and was CFO of the Business Process Outsourcing division of PricewaterhouseCoopers. In 2004 Mike was the co-founder and Finance Director of Restore plc, the outsourcing business quoted on AIM. For the past eight years, Mike has operated as an M&A adviser to a range of UK and International businesses. Mike has a degree in Modern History from Oxford University.

Julie Lambert | Head of Managed Solutions Division
Julie has spent the past 15 years working exclusively within the building services industry where she has held a number of management positions focussing predominantly on the delivery of technical services. Prior to joining Titan, Julie worked for Apleona HSG (formerly Bilfinger Europa FM) where she was responsible for managing accounts on behalf of both public and private sector clients. During her time at Bilfinger, she worked closely with Paul Witter and was directly responsible for managing a large and geographically diverse mobile engineering workforce.
Roberto Masiero | Head of Projects Division
Roberto (Bob) has worked within the building services industry for over 35 years, the majority of which has been spent at a senior management level. Throughout his career, he has been responsible for the management of a wide range of mechanical and electrical projects with a focus on HVAC, Commercial Gas and Building Management Systems (BMS). Prior to joining Titan, Bob was a Senior Projects Manager at Bilfinger Europa FM where he worked closely with Paul Witter overseeing a wide range of projects for clients within the public and private sectors.
Paul Smith | Head of Power & Air Division
Paul has over 20 years of experience within the Air Conditioning and Refrigeration sector, having started his career in South Africa as a junior engineer. Most recently, Paul has overseen the growth of Pulse Engineering from a standing-start to a company operating on a national basis with blue-chip clients such as Whole Foods Market and Chelsea FC providing a full suite of installation and maintenance services to the retail, commercial and industrial sectors. Paul remained the Managing Director of Pulse Engineering until its sale to Titan Group in 2018 where he assumed the newly formed role of Head of Air Conditioning and Refrigeration.
Andrew MacDonald | Head of Gas & Water Division
Andy has 30 years’ experience within the Water Hygiene, Legionella Control and Gas services sectors. Andy started his career in the water treatment industry in 1988 where he worked for a large water treatment company completing extensive water hygiene and refurbishment work. Andy was Managing Director of MSM Environmental Services Limited (‘MSM’) for over 25 years, working with public and private sector clients, including the UK’s largest non-profit Housing Association and various councils, education facilities and corporate clients. Andy remained the Managing Director of MSM until its sale to TECS Group in 2018 where he assumed the newly formed role of Head of Gas & Water.
Lee Wilkinson | Systems Manager
Since joining Titan, working closely with Paul Witter, Lee has project managed the implementation of a new CAFM system built to their design, integrated a new accounting platform and has been instrumental in the development and roll-out of ‘MyFM’, Titan’s bespoke compliance management portal. More recently, he has moved towards the management of back-office IT systems and has significant experience in the implementation and maintenance of industry specific CAFM systems. Through his career, Lee has managed the integration of numerous software-led projects including the delivery a new CAFM system for a £130m turnover business that supported some 3,000 staff nationwide across 6 offices locations.
